Despite it all, you can tell this lady has flair and is not afraid of colour. You wonder if her circumstances were just slightly different, what she could create, given the opportunity. To me, it looks as though she has the sensibilities of an artist.
Her outfit is actually not that outrageous for the East Bay. I agree that she is probably an artist.
I'm not sure if she's really homeless. Her bike is pretty though. I also noticed that she's wearing colorful outfit. I think she's a unique lady. :)
